The Information and Communications Technologies for Development (ICT4D) sector includes all projects that use ICT as a tool to attain development goals such as poverty alleviation, or improved healthcare and education for a society. It is a relatively new field, whose projects are mostly rolled out in developing countries where ICT often marginalizes communities rather than strengthens them. This essay examines a number of ICT4D case studies and reports to identify a range of best practices for successful projects. It presents the findings according to pre-project, rollout and post-project phases and concludes with general lessons learned by ICT4D project teams.

- E-Government and the E-Readiness of Non-Profit Organisations in the Western Cape (doc, 2.3 mb)
Steve Vosloo (2004)
In 2004 a study was conducted to evaluate the e-readiness of non-profit organisations (NPOs) in the Western Cape. The assessment of 100 NPOs spread throughout the province helped to identify the constraints to greater ICT-adoption among NPOs and also to determine if geographic location - inside or outside the City of Cape Town Municipality - has an influence on NPO e-readiness. Based on the results of the survey, appropriate recommendations were made to Government for its ICT-enablement e-government programmes. The research was conducted through the University of Cape Town and sponsored by the Chief Diretorate: e-Innovation, Provincial Government of the Western Cape.

- Towards a Sustainable Development View of Local Content using ICTs in South Africa (pdf, 255 kb)

The project A Developing Connection, run by the International Institute for Sustainable Development (Canada), invited seven young researchers from six developing countries to research the emerging relationship between sustainable development and the information society. This paper takes a policy perspective of ICT-based local content in South Africa, and urges for a broader definition of local content than the arts, culture and heritage definition taken at the time of the paper. The paper was published in a book, which was launched at the World Summit on the Information Society (WSIS), November 16-18, 2005, Tunis, Tunisia. - Interview with Steve Vosloo. In P.
